What is a Development Approval?
A Development Application (DA) is council approval you need before building or changing something on your land. It makes sure your plans follow local rules and zoning.
How Do I Obtain This Document?
- Register for a NSW Planning Portal account to start your application here, if you don’t already have one:
- Select ‘Log in with a Service NSW account’ or enter your NSW Planning Portal login details.
- Follow the prompts to complete your application.
- Review and submit your application.
- Your application will be sent to the relevant consent authority for review. The consent authority may request additional or revised information.

What is a Covenant Approval?
A Covenant Approval is permission from the covenant holder (often a developer or body corporate) to make changes to your property. It ensures your plans follow any private restrictions recorded on the land title.
How Do I Obtain This Document?
- Check your title. Order a copy from NSW Land Registry Services by visiting the NSW LRS Online Portal and using the Street Address Inquiry. Look for any covenants or restrictions listed on your title.
- Find who to ask. Usually the developer, owners’ corporation, or whoever set the covenant.
- Prepare your design or construction drawings showing how your house will comply with the rules (e.g., colours, setbacks, roof style).
- Send your plans. Submit them to the covenant holder and formally request approval.
- Wait for their answer. They may approve, request changes, or provide conditions.
- Keep written approval. Save a copy; you may need it for council DA/CDC approval or your builder.
