What is the Application for a Wastewater Management Assessment?
If your project involves installing or modifying an on-site wastewater system (such as a septic tank), you are required to submit a Section 68 Application to your local council. This application is a formal request to assess whether your proposed system meets environmental and public health standards.
This is a legal requirement under the Local Government Act 1993 (NSW) and applies to all developments using on-site sewage systems instead of reticulated (mains) sewer.

The S.68 Wastewater Assessment ensures your system:

- Won’t affect nearby water sources, neighbours, or groundwater
You must obtain approval before installation, and most building certifiers will not issue a Construction Certificate without this permit if on-site wastewater is involved.
What You Need to Do
1. Visit your local council website: Navigate to the “On-site Sewage Management” or “Section 68 Application” section.
2. Download or complete the online S.68 form: Some councils offer eServices; others require you to download and email a PDF.
3. Prepare and include:
- A recent site plan showing your wastewater system location
- A wastewater report from an environmental consultant or hydraulic engineer
- Details of your system (e.g. septic tank, irrigation trench, AWTS, etc.)
- Your contact and property details
4. Lodge your application via the online portal or email as instructed.
5. Wait for assessment and approval, which typically takes 2–4 weeks depending on your council.
