What is an Asset Protection Permit?
An
Asset Protection Permit is formal approval from your
local council that allows construction to begin while ensuring that
council-owned infrastructure — such as kerbs, footpaths, nature strips, roads, or stormwater drains — are protected during your works.

Why is this Needed?
It’s required to:
- Protect public infrastructure from accidental damage during construction
- Hold the owner or builder accountable for any repairs
- Allow the council to inspect assets before and after construction
- Ensure a bond or deposit can be withheld if reinstatement is needed
Without this permit, your project may be delayed or fined for non-compliance.
How it Works
1. Identify your local council. Go to: knowyourcouncil.vic.gov.au
- Enter your property address to confirm which local government area you fall under.
2. Visit your council’s website:
- Search for: “Asset Protection Permit”
- Navigate to the relevant application page
- The permit may be listed under “Building Permits,” “Construction Approvals,” or “Infrastructure Protection”
3. Access the application form:
- Choose the “Apply online” option, or
- Download and complete the PDF form (depending on council process)
4. Complete the application. You'll usually be asked for:
Your name and contact details
- Property address and scope of building works
- Description of site access points (e.g. truck or bin locations)
- A Pre-Works Damage Report (photos or notes of existing conditions)
- Payment and bank details (for the bond refund, if applicable)
5. Submit your application:
- Through the online portal, or
- By email, if submitting a PDF
6. Pay the application fee:
- Typical fees range from $150–$400
- A security bond may also apply (often $1,000–$3,000 depending on the council)
7. Await permit approval. Most councils issue permits within 2–7 business days
