What is the Owner Builder Certificate of Consent?

The Owner Builder Certificate of Consent is an official approval issued by the Victorian Building Authority (VBA). It allows you, as the property owner, to legally take on the role of builder for your own residential construction project in Victoria if the value exceeds $16,000.

Why is this Needed?

Under Victorian law, you cannot legally carry out or manage domestic building work over $16,000 on your property without this certificate. It's a legal requirement that ensures you understand your responsibilities as an Owner Builder and that your project complies with building regulations.

How it Works

1. Go to the Victorian Building Authority (VBA) website: vba.vic.gov.au/owner-builders

2. Click the VBA360 tab at the top of the website.

3. Register as a user with VBA360

4. Start your application and save it as a draft

5. Complete your application and upload required documentation

6. Check all of uour answers carefully

7. Press 'submit' and pay for your application

8. Track your progress on VBA360

Once Received

Once you've received your Owner Builder Certificate of Consent, upload it to the Document Library and then click the orange “Mark Complete” button to move to the next step in your construction workflow.
